Do I get a welcome bonus every tier, and what if I skip tiers?

The one-time welcome bonus is granted once per tier, the first time you reach that tier. If a single large deposit lifts your lifetime-funded total past several tier thresholds at once, you receive the welcome bonus of the highest tier you land on — not the sum of every tier you passed through. Each tier's bonus can only ever be awarded a single time, so you won't get it again if you drop and later return to that tier. The bonus is credited to your Credit wallet (separate from your withdrawable Balance) and does not count toward the deposit total that determines your tier.
